The Powers-That-Be in the City of Zangiers

  • The Demon Queen: An enigma, to be sure, but do not mistake her for a mere figurehead. She hides in her temple-palace, but the coils of her power reach throughout the city.
  • The Order of the Serpent: These knights have allied themselves with the Queen for unknown reasons, but they are far from hers to command. Their command of the Rock of the Seven Waters (and the citadel they have rebuilt atop it) gives them great power over the city. But they do not choose to meddle in politics, and they have so far relied on their steel (and perhaps unknown sorceries – it is said, after all, that they brought with them into the city a mummified godling that they have ensconced under their fortress home) instead of control over the city’s water supplies.
  • The merchant houses & crime-lords: Water may be the key to survival for a desert city like Zangiers, but the city’s true life-blood is trade. With little off-limits in terms of legality crime and commerce mix rather freely.
  • The cultists: Actually fairly far from being a real power, the fact that the Demon Queen allows and even encourages open demon-worship has actually done little to improve the position that the cults hold.
